It looks like I'm going to have to take off the front bumper.I had a 94 Z28 for about 5 years... replacing the fog light bulbs was the most pain in the ass bulb replacement I've ever seen on a car... You don't have to take the bumper cover off though. The lenses are held in place by some plastic rivets, kind of like this:
The pain in the ass part is there's no way to reach them with your fingers. I think I used to use a long set of pliers to hold the pin in place, and a screwdriver or whatever I had handy to push in on the end of it while also holding the foglight housing in place to keep it's hole lined up with the hole in the bracket. It takes way more patience then installing a set of foglights should require.
